THE RISE OF UAS PROGRAMS

IN PUBLIC SAFETY

In recent years, Unmanned Aircraft Systems (UAS) have revolutionized public safety operations, driven by the synergistic integration of thermal imaging technology with agile, remotely piloted aircraft. This convergence has enabled unprecedented capabilities in incident management, transforming UAS from a niche tool into an essential asset for fire departments and emergency responders.

Thermal equipment, when combined with UAS platforms, allow for penetration through smoke, light foliage, and low-light conditions, providing real-time heat signature detection that traditional ground-based methods cannot match. According to NFPA 2400 standards for small UAS in public safety, this innovation supports critical functions such as hotspot identification and fire behavior prediction, reducing response times and enhancing situational awareness within the Incident Command System (ICS).

DRONES ARE EXPENDABLE. YOUR TEAM IS NOT.

Affordability, replaceability, and rapid deployment in high-risk environments further accelerate the adoption of Unmanned Aircraft Systems. The aircraft streams the feed directly to personnel on-scene in real time, offering an aerial view of the incident. Dynamic fire perimeter mapping, early threat detection, and personnel accountability are all provided during the incident response. As wildfire seasons intensify and urban incidents grow more complex, departments are increasingly turning to these systems to augment ground crews, minimizing human exposure to hazards while maximizing operational efficiency.

This rise underscores a shift toward technology-driven strategies, where thermal-equipped UAS deliver actionable intelligence directly to the Incident Command Post, empowering commanders to make data-informed decisions in real time.

WHY JOIN THE I.R.I.S. NETWORK?

Every department should consider a UAS program, whether hosted internally or through UAS services like Skyline Aerial Solutions. I.R.I.S. offers Public Safety Agencies & Emergency Responders an alternative to developing internal programs, balancing innovation with affordability.

While internal UAS programs offer direct control and customization, Skyline Aerial Solutions offloads the burden of developing training programs, managing recurrent training, remaining in compliance with regulatory changes, and maintaining sensitive electrical equipment.

Skyline UAS operators apply an in-depth knowledge of the Navigable Airspace, the Federal Aviation Administration’s requirements for small Unmanned Aircraft Systems, and aviation-related weather, reducing the likelihood of costly accidents.

Key benefits include:

  • Scalability and Flexibility: Access 24/7 on-call deployments without the need for dedicated personnel or equipment storage, allowing departments to scale services based on incident volume.

  • Reduced Operational Risks: Professional operators handle FAA Part 107 compliance, maintenance, and liability, freeing departments to focus on core firefighting duties.

  • Enhanced Safety and Efficiency: UAS operations integrate seamlessly with ICS, delivering real-time data to mitigate risks—such as avoiding unnecessary ground exposures during search operations—while optimizing resource allocation.

  • Innovation Without Overhead: Benefit from cutting-edge advancements in UAS technology, without the initial investment in internal programs.

MEMBERSHIP OPTIONS

& PROGRAM FRAMEWORK

ELIGIBILITY

I.R.I.S. is open to verified public safety entities within select regions of Thurston County, Pierce County, Mason County, and Lewis County and is subject to program bandwidth.

INTEGRATION & TRAINING

Skyline works with department personnel to integrate on-scene UAS operations with the existing ICS structure.

PRIORITIZATION STRUCTURE

Response priority is determined solely by the emergent nature of the incident, ensuring life-safety threats (e.g., active fires) take precedence over non-emergent needs (e.g., fire-mapping).

RETAINER

Retainers serve as a base cost for program enrollment and are calculated as an hourly rate, billed under a 24-hour framework.

UAS DEPLOYMENT RATES

Deployment rates are assessed to address direct costs of active UAS missions. Membership and Retainers enable deployment rates far below industry standards.
